The plan aims to create a thriving community with high-quality homes, workspaces, and community facilities, promoting health and well-being. Key aspects include repurposing green spaces for community use, enhancing connectivity, and delivering a low-carbon development with diverse housing.

Specific features of the masterplan include dedicating space for community and leisure activities in the Chapel and associated open spaces, refurbishing the Former Training College Building for a variety of potential uses, and rejuvenating the Former Convent Building for 3rd age living, characterful homes or boutique hotel set within an uplifting green environment. The plan also identifies opportunities in the Northern Parcel for a new residential community, aligning with the broader White Rock Masterplan.

The masterplan adopts a heritage and landscape-led approach, prioritising the preservation of historic buildings, green spaces, and biodiversity. Overall objectives involve securing the future of listed buildings, enhancing connectivity, retaining green spaces, and contributing to the White Rock Masterplan all while fostering a walkable, people-centric neighbourhood with a focus on biodiversity and creating a new cultural quarter that links St Leonards with Hastings.
